Description
The Department of Mental Health (DMH) seeks a Civil Rights Investigator to join the Office of Human Resources on the Central Office team. The Civil Rights Investigator will complete investigations into claims of discrimination, harassment, retaliation, and other policy and conduct violations within the DMH workforce. This position will work with Central Office and facility staff to address and resolve employee relations issues. The domicile for this position may be in Jefferson City, St. Louis, or the Eastern region of Missouri. This position requires travel and overnight stays, with up to 60% of working hours in travel status. The base salary offered for this position is up to $65,000.16 annually, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting. Meet with complainants to gather information and determine whether allegations require investigation. Investigate claims of discrimination, harassment, retaliation, and other policy and/or conduct violations. Create investigation plans that include investigatory questions and interview schedules. Gather and review documents relevant to investigations. Collaborate with DMH General Counsel on document-gathering as necessary. Conduct investigatory reports summarizing allegations and information gathered relating to allegations. Provide consultation to appointing authorities and recommend actions to take as the results of investigations. Draft and submit position statements with supporting documentation in response to Missouri Commission on Human Rights (MCHR) and Equal Opportunity Employment Commission (EEOC) charges. Facilitate mediations between employees. Conduct site visits to DMH offices, 24-hour facilities, and habilitation centers across the state, staying overnight as needed. Required Qualifications: Strong verbal and written communication skills. Ability to work independently. Skillset in conflict de-escalation and resolution. Thorough knowledge of civil rights and federal and state laws (such as the Civil Rights Act, Missouri Human Rights Act, Americans with Disabilities Act, Family Medical Leave Act, and Pregnant Workers Fairness Act). At least one year of experience conducting investigations and writing professional-level, comprehensive investigatory reports. Preferred Qualifications: Bachelors degree in Human Resources or a related field is preferred. Human Resources certification from the Society for Human Resource Management (SHRM) and/or Human Resources Certification Institute (HRCI) is preferred.
