Requirements

Bachelor of Science degree in Environmental Sciences, Physical Sciences, Biology, or related field; Three (3) years progressively responsible experience in a general public health, environmental health, or related field; Licensed as a Registered Sanitarian or Registered Environmental Health Specialist or the ability to obtain a license within a year; One (1) year experience in program management or staff supervision.

 

Preferred but not required: Experience in licensed establishment inspection and enforcement; Experience in plan review; Experience in a regulatory role and rule enforcement; Experience in communicable disease investigation, surveillance, and control.

Summary

 

 Duties

  • Plans, directs, coordinates and reviews the activities and work flow of Registered Sanitarians;
  • Selects, trains, and evaluates performance of assigned staff including providing or coordinating training;
  • Works with employees to correct deficiencies, including implementing discipline;
  • Works with staff to review variances requested by operators
  • Collaborates with program staff to establish and evaluate program goals and protocols;
  • Develops and implements program policies and service parameters with program staff;
  • Ensures program meets contract and ordinance requirements;
  • Tracks, manages, and reports program progress and problems, and offers professional advice to the Board on matters requiring board action;
  • Collaborates with staff to determine and authorize enforcement actions, including conducting joint inspections with staff, issuing notices of violation, coordinating with county attorney when necessary;
  • Manages and conducts establishment reviews for new establishments and change of ownership
  • Coordinates Communicable Disease investigation, health alert messaging, and response activities;
  • Delivers presentations and trainings for staff, licensed establishment operators, and the public;
  • Participates in emergency preparedness planning, notification and preparation activities;
  • Responds to duty officer calls during and after business hours when program expertise is needed;
  • Assists Health Officer, Board of Health and other division managers in long-term, public health planning for the community;
  • Other duties as assigned.

Other Functions

  • Assists in writing the Communicable Disease Report;
  • Provides support to staff for communicable disease investigations and outbreak control;
  • Develops and reviews public education materials, such as press releases, display boards, and electronic notifications;
  • Attends staff, County Commission, Board of Health, State Health Department and national, state and community meetings and conferences;
  • Standardizes Registered Sanitarians according to Food and Drug Administration guidelines for retail food establishment inspections to ensure consistency with fellow Sanitarians within the local jurisdiction and with national standards.
  • Provides support for staff with regulation application and interpretation.

  • Establish and maintain cooperative relationships with staff, volunteers, boards, health professionals, government agency representatives, licensed establishment owners and operators, other community representatives and the public;
  • Use common office equipment and computer hardware; learn software programs and apply to work processes
  • Write clear, concise, and comprehensive reports and be able to train staff in proper report writing;
  • Develop, review and implement policies, procedures and operational plans;
  • Ability to communicate food safety and other public health principles and knowledge to operators and the general public
  • Coordinate and carry out a variety of administrative tasks;
  • Coordinate and act as support to a team of professional sanitarians;
  • Implement and effectively maintain a team approach in which staff carries out the mission of the Health Department and the Licensed Establishment Program;
  • Manage conflict situations within the workplace;
  • Identify and assign actions required to protect public health within the Licensed Establishment Program;
  • Communicate effectively verbally and in writing;
  • Understand and follow oral and written policies, procedures, and instructions;
  • Collect, manage and interpret data;
  • Use routine inspection tools and equipment.

Special Requirements

Local travel is required frequently; travel is primarily local during the business day, but some out-of-area and overnight travel may be expected. Position requires a valid driver’s license and the ability to drive throughout the county.  Position requires occasional on-call duty at night and on weekends. Certified Food Protection Manager and Pool Operator certifications must be achieved within one (1) year of hire.

Physical Demands

Duties are generally performed in environments where hazards and discomforts are controlled and modifiable.  This position requires the ability to stand, bend at the waist, kneel, reach over the head.  Must be able to move or lift documents and materials weighing up to 30 pounds.  Position requires knowledge and use of typical office equipment including telephone, copiers, fax machines and personal computer.  Position requires frequent contact with fellow employees and citizens and regularly travels to sites away from the health department offices.  Seasonal events may require occasional evening or weekend duties.
